JOB DESCRIPTION
JOB DUTIES
The Health and Safety Officer is responsible to provide support to the OHSE Manager in DRC in implementing the health and safety strategy for the Project in DRC.
The Health and Safety Officer will be required to develop, implement, and improve the health and safety plans, programs and procedures in the workplace. The Health and Safety Officer will be required to also identify potential health and safety hazards in the workplace and implement relevant mitigation strategies. Work with the OHSE Manager to ensure compliance with all relevant health and safety legislation for the workplace in DRC.
The Health and Safety Officer will report to the OHSE Manager.

The remuneration will be market related for the position and in line with GED Africa’s internal policies.
OBJECTIVES AND GOALS
a) Support the OHSE Manager to implement the health and safety strategy in DRC.
b) Review the contractors’ health and safety policies, ensure conformance with local regulations and international standards.
c) Assist in the implementation and monitoring of health and safety policies and programs in DRC.
d) Aim to achieve zero health and safety accidents and incidents in DRC.
e) Complete, accurate and timeous health and safety reporting.
RESPONSIBILITIES
Health and Safety Management
Assist the OHSE Manager in:
• Evaluating practices, procedures and facilities to assess risk and adherence to the law.
• Developing and executing health and safety plans and procedures in the workplace according to legal guidelines. Preparing and enforcing policies to establish a culture of health and safety.
• Conducting training and presentations for health and safety matters and accident prevention.
• Monitoring compliance to policies, standard operating procedures and laws by inspecting employees and operations.
• Identifying and monitor health and safety risks and hazards in the workplace.
• Inspecting equipment and machinery to observe possible unsafe conditions.
• Investigating accidents or incidents to discover causes and handle worker’s compensation claims.
• Recommending solutions to issues, improvement opportunities or new prevention measures.
• Reporting on health and safety awareness, issues and statistics.
• Evaluating health and safety practice and procedures for risk assessment and following legal guidelines.
• Responsible for all safety inspections in the workplace
• Managing emergency procedures (such as fire alarm drills) and organizing emergency teams such as fire marshals and first aiders.
Administration Management:
• Assist in managing all documentation for the health and safety department.
• Assist in managing accurate and well organized record keeping.
• Support on any relevant tasks for health and safety management.
The Health and Safety Officer may be reasonably required to travel countries/locations deemed necessary including Lubumbashi.
a) Proven experience in the occupational health and safety field.
b) Minimum 3 years field experience in road related projects
c) Understanding of legal health and safety guidelines.
a) Exceptional communication and interpersonal abilities.
b) Certified in risk management and health/safety management.
c) Thorough knowledge of local health and safety laws and guidelines, as well as international standards.
d) Extensive attention to detail to distinguish safety hazards.
e) Ability to provide detailed reports and develop safety procedures.
f) Good understanding of data analysis and risk assessment.
g) Good organizational, leadership and motivational skills.
h) Excellent communication and interpersonal skills.
i) Ability to recognize when safety conditions need improvement.
j) Ability to prioritize tasks especially when handling an accident or incident.
k) Microsoft Office Suite skills.
l) Fluent in English (and local languages advantageous).
QUALIFICATIONS
a) A valid qualification in occupational health and safety, safety management or relevant field.
b) Training in local and international occupational health and safety standards.
