JOB DESCRIPTION
JOB DUTIES
The Assistant Engineer in the DRC will support the delivery of the infrastructure, facilities, equipment and systems for the Project as well as support in the operation and maintenance of the road and all the facilities. It includes assisting the Head Engineer in coordinating and approving designs, design changes, calculating costs, negotiating contracts as well as executing and delivering all aspects of the Project efficiently and safely. The Assistant Engineer will be required to conduct site inspections, surveys and audits to ensure the Project meets all agreed standards and timelines. They will also oversee the work of all Engineering Interns.
The Assistant Engineer will report directly to the Head Engineer in the DRC.

The role may be required to travel to locations deemed necessary, including to Lubumbashi.
The remuneration will be market related for the position and in line with GED Africa’s internal policies.
 	OBJECTIVES AND GOALS 
a)	Support the Head Engineer in the development and implementation of an engineering and technical strategy and planning for the development and maintenance of the route and facilities in the DRC.
b)	Assist in the successful management and completion of the EPC Contract in the DRC.
c)	Assist the Head Engineer in working closely with the Employer’s Representative team in the DRC, to ensure quality control and that works meet all technical requirements.
d)	Delivery of the road, facilities and equipment of the Project ensuring that the Project is delivered on time, within budget, according to specifications and requirements in the DRC.
e)	Support in the development and facilitation of the Incident Management System in the DRC.
f)	Work with the various contractors to ensure all engineering/technical standards are met.
 RESPONSIBILITIES 
Including but not limited to:
a)	Engineering Management
•	Assist the Head Engineer in managing all engineering and technical aspects of the Project in the DRC.
•	Undertake regular site visits, inspections and audits.
•	Participate in Project related meetings.
•	Assist in ensuring alignment between the EPC Contractor and O&M Contractor in the interface period.
•	Assist in providing ongoing maintenance risk identification and management.
•	Assist in managing health and safety and environmental aspects during construction and operations.
•	Assist in developing, implementing and continuously review road infrastructure and facilities planning.
•	Support the implementation of the engineering and route operations.
•	Oversee and implement road asset information, reporting and IT systems in the DRC. 
b)	Contract Management
•	Assist with monitoring the EPC contractor and all aspects of the EPC contract in the DRC.
•	Assist with monitoring the O&M contractor and all aspects of the O&M contract in the DRC.
•	Assist in the review and approval of engineering designs and changes in coordination with the Head Engineer and the Employer’s Representative / design review team.
•	Supervise the construction period in close cooperation with the Employer’s Representative, ensuring that the infrastructure and facilities are developed and completed on time, in budget and according to the plans and requirements.
•	Review and prepare estimates and budgets related to the technical department in the DRC.
•	Ensure and supervise accurate Project specifications.
•	Assist in ensuring contractor compliance to performance standards and in providing recommendations for enforcement of any related penalties to the Head Engineer. 
c)	Route Operations Management
•	Assist the Head Engineer in planning annual traffic forecasts and management.
•	Assist in the development, preparation and facilitation of the Incident Management System along the route.
•	Assist in managing the route operations section of the O&M contract in the DRC and ensure the specifications / requirements are kept.
•	Assist in reviewing and analysing the data of the Pavement Management System to ensure optimization of the proposed heavy maintenance/major interventions.
•	Assist with working closely with the O&M Contractor and the relevant government agencies to ensure the overloading strategy is fulfilled.
d)	Financial Management
•	Assist with any budget tracking and monitoring required.
a)	Understanding GED Africa’s strategies and objectives.
b)	Road and traffic engineering experience and knowledge.
c)	Construction and Project Management Skills.
d)	Familiar with engineering software (Autocad, Civil3D, Revit) as well as Microsoft office suite (including MS Projects).
e)	Knowledge of Public Private Partnerships and concessions.
f)	Health and Safety awareness.
g)	Budget and resource planning.
h)	Problem solving skill.
i)	Knowledge of Engineering law and risk management practices.
j)	Strong organizational and communication skills.
k)	Averse with engineering risk identification and management.
l)	Analytical abilities (critical thinking) and problem-solving skills.
m)	Fluent in English and French (and local languages advantageous).

 QUALIFICATIONS 
a)	A degree in civil engineering or equivalent as well as professional registration.
b)	Proficient in the use of Autocad.
 EXPERIENCE 
a)	Proven experience of at least 5 years in engineering projects that include road and facility construction, bridge engineering technology, operations and maintenance of roads and facilities.
b)	Experience in Health and Safety Management of construction and maintenance activities.
