The Kasomeno-Mwenda Toll Road Project (“Project”) is a ground-breaking infrastructure project that will develop a new corridor from the Copper Belt to the East African ports, particularly Dar Es Salaam, and promote trade to the east.
The Project will serve as the vital connection needed to unlock and support the development of this new corridor.
The Project combines two 25-year PPP concessions between the subsidiaries of GED Africa Ltd (“GED Africa”) and the governments of the Democratic Republic of Congo (“DRC”) and the Republic of Zambia (“Zambia”).
The Kasomeno–Mwenda Toll Road Project is a major transport infrastructure development located within the territories of the Republic of Zambia (Zambia) and the Democratic Republic of the Congo (DRC). The project is being delivered under two 25-year Public–Private Partnership (PPP) concessions in Zambia and the DRC.
The development includes approximately 184 kilometres of new road, a 362-metre bridge across the Luapula River, a modern One Stop Border Post (OSBPs), and the associated digital toll collection and intelligent operations infrastructure.
The project’s objective is to improve regional connectivity, facilitate cross-border trade, and support the long-term development of transport infrastructure, contributing to economic growth and more efficient international supply chains across the region.
GED Africa Ltd is Duna Group’s African project company, established to develop and deliver the Kasomeno–Mwenda Infrastructure Toll Road Project. Their responsibilities include project development, coordination, implementation and ensuring the project’s long-term operational sustainability.
Duna Aszfalt Zrt. assumes the project’s full commercial and financial risk, implementing it as a long-term strategic investment.
The new route, will reduce the roundtrip for commercial  transporters  from  Haut-Katanga’s booming mining sector in the DRC to the port of Dar es Salaam by approximately 500 kilometres
The OSBP will enable the immediate flow of traffic, providing the users of the road a more efficient and safer means of transporting of goods

The Duna Group has majority ownership of the Project through its shareholding in GED Africa Ltd. which is responsible for all aspects of the design, construction and operations of the Project.

On the Kasomeno–Mwenda Project, the Duna Groups role is that of strategic investor and project sponsor for GED Africa. Duna Aszfalt support extends well beyond construction and include:

  • preparation for long-term operation and maintenance;
  • integrated quality assurance; and
  • lifecycle-oriented infrastructure development.
The Kasomeno–Mwenda Toll Road Project is far more than a conventional road construction project.
It has been designed using a whole-life lifecycle approach, integrating:
  • designing;
  • financing;
  • construction;
  • digital engineering solutions (BIM);
  • operation; and
  • long-term maintenance.
The project consists of:
  • Modernization, construction and expansion of 184km of road highway;
  • Construction of a 362m cable-stayed (steel) bridge over the Luapula river;
  • Construction of a one-stop border posts (the “OSBP”) with accompanying warehousing and parking facilities;
  • Delivery of a tolling system and the associated infrastructure; and
  • Social infrastructure to assist community development
  • Long-term maintenance and asset management system.
As the project sponsor, all commercial and financial risk associated with the project is borne by Duna Group, through Duna Aszfalt Zrt. The investment is expected to be recovered through the toll concession model, based on long-term operation and toll revenues.
The Kasomeno–Mwenda Project is considered a very valuable and strategic long-term investment for the Duna Group. The Duna Group is comfortable that the long term ROI is commensurate to the associated commercial risks arising from its financing, development, construction and operation of this investment.
Although neither the Republic of Zambia nor the Democratic Republic of the Congo were required to provide financial or sovereign guarantees, they are fully supportive of GED Africa and Duna Aszfalt’s and the value this project to their economies.

BIM is a digital project delivery system developed by Duna Aszalt which is deployed on the Kasomeno–Mwenda Project. As a key planning, cost and risk management tool it allows infrastructure to be designed and coordinated virtually before construction begins. BIM improves coordination, scheduling, cost control, quality assurance, maintenance planning, and long-term asset management.
The project is designed to create a shorter transport corridor between Zambia and the DRC, reducing travel distances by approximately 500 km compared with existing routes. This can reduce transport costs, improve logistics efficiency, strengthen regional trade, improve access to mining and industrial regions, and support long-term economic development.
Alongside the direct economic benefits this project for all stakeholders, this project is expected to improve access to healthcare, education, markets, and employment opportunities while supporting social inclusion, skills development, and economic growth in communities along the corridor.
Sustainability considerations are integrated throughout planning and delivery. The project aims to balance economic development with environmental responsibility through responsible resource management, modern infrastructure standards, and long-term operational resilience.
Road safety is identified as a core project priority. The project includes community road safety education campaigns and infrastructure design features intended to improve visibility, driving conditions, and safety for drivers, passengers, and pedestrians.
A range of staff and community programmes, including financial literacy, road safety, management training, IT training, language training, HIV awareness, gender-based violence awareness, and healthcare coverage for staff and dependents.
Construction contractors employ approximately 5,000 people. In addition, the project aims to support local suppliers, contractors, and small businesses through procurement and enterprise development programmes.
The project includes approximately 30% local content participation and supports local companies and entrepreneurs through supplier opportunities and a dedicated SME development initiative. GED Africa has also introduced an online portal for employment and business opportunities linked to the project.
